Ya Amie Touray is a seasoned legal practitioner specializing in Utilities Regulation with over a decade of public sector experience. At PURA, she gained expertise in implementing national projects, negotiating donor-funded initiatives, and shaping policies in Telecommunications, Broadcasting, Energy, and Sewerage. She led the development of regulatory instruments, licensing regimes, and participated in key government taskforces, including the International Gateway Liberalization and Digital Terrestrial Television (DTT) Switchover Taskforces. Regionally, Ya Amie contributed to market rules and sanctions for the ECOWAS Regional Electricity Market as a member of ERERA's Legal and Licensing Working Group. As lead consultant at Stellar Consulting, she has advised governments and private entities on legal, regulatory, and compliance matters, working on significant projects such as The Gambia’s first Social Protection Bill and reviewing key legislation like the Access to Information Act, Data Protection Bill and the Cyber Security Bill.
